Cindy Johnson is a principal of NRS/NRC, with over 28 years of experience in environmental consulting in the western U.S. Cindy's professional experience includes the completion of a broad range of wetland-related projects that have included delineation of wetland resources, design and implementation of wetland mitigation plans, preparation of 404 Permit applications for the U.S. Army Corps of Engineers, and negotiation of solutions to permitting challenges with State and Federal agencies.
Cindy's professional experience related to vegetation resources includes mapping of plant communities, development and implementation of revegetation/restoration plans, monitoring of establishment of wetland and upland vegetation, and weed control. In addition to revegetation plans for construction sites, Cindy has developed soil erosion control plans, including Storm Water Pollution Prevention Plans (SWPPP), for pipelines and hydroelectric projects.
With respect to environmental analysis, Cindy has written all or parts of Biological Assessments (BA) for airport expansion projects and livestock grazing plans on Federal lands; programmatic Biological Assessments for threatened and endangered plant species on Federal lands; Environmental Assessments (EA) for airport expansion projects, municipal facilities, and natural gas pipelines; Exhibit E documents for licensing or relicensing hydroelectric projects; and Resource Reports required for licensing of natural gas pipeline projects by the Federal Energy Regulatory Commission.
Cindy has earned an M.S. in Range Ecology, is certified as a Professional Wetland Scientist by the Society of Wetland Scientists, is certified by the U.S. Army Corps of Engineers to conduct wetland delineations in Utah, Wyoming, Idaho, and Colorado, and has been trained in the Habitat Evaluation Procedures method of wetland assessment.
Cindy is certified by the Nevada Sagebrush Ecosystem Program to conduct field work for Nevada's Sage Grouse Conservation Credit System.
Mike Jablonski is a principal of NRS/NRC, with B.S. and M.S. degrees in forestry, numerous undergraduate classes in computer science, and a B.S. in computer information systems. Mike’s skills include field data collection, data management, and mapping and analysis using ArcGIS. Recognizing that information technology is now pervasive in biological field work, Mike completed another B.S. in computer information systems in 2006, using skills acquired in that program to manage high volumes of field data collected by teams of biologists over multiple field seasons.
Mike is also a skilled and experienced software engineer and computer programmer, certified by the IEEE’s Computer Society as a Professional Software Engineering Master, having years of experience writing software for natural resources related applications, including applications for data recorders and instrumentation related to stream stage and water quality measurements.
Mike is certified by the Nevada Sagebrush Ecosystem Program to conduct the GIS Desktop Analysis for Nevada's Sage Grouse Conservation Credit System.
Throughout his more than 22 years of continuous field work experience, Patrick Meyer has participated in the coordination and implementation of numerous field surveys for projects in Wyoming, Colorado, Utah, and Nevada. Migratory bird surveys, sage grouse lek surveys, pygmy rabbit surveys, and prairie dog town mapping, with associated black-footed ferret searches, are some of the wildlife studies which he has conducted as part of the NEPA process. Patrick has also worked as an Environmental Compliance Inspector for several natural gas pipeline and transmission line projects in the western U.S.
Patrick has also been responsible for the integration of field survey data using GPS and GIS geodatabases, most recently using Trimble hand-held units with ArcPad. Patrick has a B.S. in Geography with an emphasis in environmental studies.
